There are many technologies available. I think the simple add-on process can be solar powered aeration fountains wherever possible along the river. This will help to rejuvenate the water quality in a great extent and reduce BOD & COD.
This will also increase an aesthetic look of the river.

A self contained Float of HDPE housing a Solar Pump to discharge water at pressure enough to discharge water as fine mist to design heights can surely increase the DO level and also help reduce some bacteria and de-odour water as well be some removal of bad odour.
