ごめんなさい、愚問です。我々とっては、プロジェクト技術者ならば環境への悪影響を理解することは必然でしょう。環境改善罰則規定を設けて国同士での話し合いは必然です。その限られた予算からの捻出での環境改善が必要視と大きなプロジェクトにすると管理棟で事業は難しくなります。其処をどうコストを押さえるところがEngineerのTechnicでは無いでしょうか
