It is just wishful thinking. Multiplicity of Authorities/ Organisation/ Govt.s have failed most Government Programs and Projects in one way or the other. I think, eventually, empowering and holding a Single Authority responsible for all work re Management and Rejuvenation of River Systems can only see a comprehensive Projects Plan implemented under public scrutiny and with compliance to legal authority. Planning and Implementation is not so difficult but catching and stopping the culprits in Industry, finalising the technology interventions as required and monitoring for award and completion of activities duly budgeted is required. People get engaged in any case once activity plan and implementation is done to the finer details.
